No fuel at the fuelrail

I have a 1989 Bonneville that was running off beat alittle. My intank fuel pump was making this winding sound. The car would not pick-up speed because of the lack of fuel in the system.
I replace the intank fuel and change my fuel filter. When I try to start the car, it would not start-up. I prime the car with alittle fuel on a rag, and place it over the throttle body opening. It would start the car and run for a few seconds and shut off. I recheck the intank fuel pump to make sure it was working by listening to hear a whirring noise as the pump comes on and pressurizes the system. I check the fuel line coming into the fuelrail and check to see if fuel is being pressure to this point. I prime the car to start with my fuel rag. The vehicle runs, but no fuel is running out of the fuelrail.
Where do I go from here. Could it be my fuel pump relay or the intank fuel pump.
Where is my fuel pump relay located on this vehicle.

There is a fuel pump/relay test pin behind the battery. It should be a green connector with a gray wire. If you connect a test light to the test pin, it should illuminate for about 2 seconds when you turn the ignition ON and then turn off. If it does then the relay is OK. If your car is an SSE, the relay is in the passenger's side relay center. If it's an SE or LE, I believe it's on the firewall under the black plastic cover.

You might want to invest the $30 for a fuel pressure gauge. Or better yet, borrow one if you do not already have one.
