Diagnostic computers

We imported our 99 suburban to argentina and my service engine soon light came on while driving. I am an avid do-it-youself mechanic and need a diagnostic computer to tell me fault codes. Does anyone have any suggestions or recommendations? I have a laptop and was thinking I'd buy some kind of program and either purchase the wire or make it, if that is possible. I had just changed the oil when the light came on.
