99 windstar lx mystery cable/switch

Please help me unravel a mystery.
I hit a bump with my new (used) 99 Windstar LX and some sort of cable popped out from just over and in front of the gas pedal. Looks like several wires, clad in a black plastic cladding. There is a 2 position metal toggle switch at the end that popped out, "on" is labeled, and the switch is in the "off" position.
Any clues what this is/might be? Some sort of alarm? Keyless entry activator? Is it safe to flip it to the "on" position?

Do your brake lights work????
If not....it IS the Brake On Off (BOO) switch.
It connects to the brake pedal shaft.

Otherwise....I am wondering if someone added the switch for some home project. I am guessing that there is not a blank spot in the dash that it came from?

Brake lights and everything seems to work. I just got my state inspection and all is in order.
Would the likely guess now be, some sort of home add-on of unknown nature? Should I just shove this cable back underneath the dash/let sleeping dogs lie?

Without knowing the intent of the installer and knowing where the wires go, I would get a plastic tie (zip tie, spot tie) and hook that box up under the dash.
Another thought, does your interier lights come on when you open the door? If not, the previous ower may of gotten tired of the dome light saying on and installed a switch because of the door ajar sticking on one of the door latches. There is a very good posting on this form about fixing this for good.
Now, if it were my van, I would have the dash apart trace the wires and find out what that thing does. I could not let it just sit there.
