If the door and frame are not bent and your hinges are solid, it has to be the rubber weatherstripping.
Chevy wanted $150 (parts only) for the rubber to go around my tailgate and power window. I found a Mexican-American guy who works out of the parking lot at my local pick-your-part junkyard. He combined a couple of standard cross-section bulk weatherstrips to match the factory contours and installed them. Total cost about $45. 60,000 miles later they're still sealing perfectly, no wind, noise or water!
This is a fiddly art that requires experience. Find an artisan who knows what he's doing.
