87 Chrysler Fifth Ave - Help w/Passing Emissions

I have a 1987 CHRYSLER FIFTH AVENUE 318 5.2L 2BL that I'm trying to get through emissions after failing. This engine has had little maintenance and is covered with oil sludge. I took off the air filter cover and theres oil and sludge all around the inside of the air cleaner assembly, it looks like it's coming from a "thing" (EGR Valve?) thats mounted on top of the passenger side valve cover and is hosed to the air cleaner assembly. That also has fresh oil leaking from it. The carburetor looks like hell to, evidence of sucking up dirty, oily air. Theres also a major bogging, but with careful throttle control, it does not stall.
EMISSION RESULTS:
Hydrocarbons (HC) 1.98 allowed=1.60 results FAIL
Carbon Monoxide (CO) 25.63 allowed=15.0 results FAIL
Oxides of Nitrogen (NOX) 1.60 allowed=2.50 results PASS

I don't know where to start to get this car to pass emission, looks like it needs a lot of parts and a good engine cleaning.
Any suggestion to help get this car through emissions? I'm on a super tight budget and only interested in getting passed emission for now. I can work on the other items later. I'm not familiar with Chrysler's engines at all so any help or tips are much appreciated. TIA

the oil in your air filter is due to a badly defective PCV (positive crankcase ventilation) valve. That costs $1.50 at most auto part stores. The high HCs is the result of your car running pig rich. Replace your fuel filter, your plugs, have your carb looked at to see if you can have any built up carbon in there cleaned out, replace your distributor cap, rotor & wires; that should cost no more than $50. The high NOX means your car has high combustion chamber temps, so if it is equipped, replace your EGR, around $60. Here's a little secret that I tell a few friends of mine when they go for emissions testing, wait until your car is low on gas then dump in like 5 gallons of Isopropyl Alcohol (rubbing alcohol), what that does is it has a lot of oxygen and hydrogen it will give you a clean test, only downside is that your engine will run like crap, but on the test, your engine will pass because of the content coming from your tailpipe.

OK, So that sounds mostly like a basic tune-up stuff, will try to that next weekend and retest. I'm not sure how to lean out the carb but will ask my bro-in-law for help with that. I think the carb was purposely set to run rich so it don't stall out.

I finally got this car to pass emissions.:) I changed dist. cap & rotor, new plugs and PCV valve and replaced two leaky hoses, PCV and a fuel cannister vapor line. Here's the kicker after I started it back up and put it in gear it would knock and stall out. Turns out the spark wires where out of order from a previous tune-up (thats where all the previous bogging must have come from) and the two wires I accidently crossed :screwy: was more misfiring then the old 318 could handle. I got the firing order back in sync and never had to mess with carburetor settings. Passed emissions with plenty of room to spare and the engine now runs very good. It still can use a new set of spark wires though.
