How difficult is it to change the fuel filter on a 1999 grand caravan sport? Where is it located? What tools will I need?

The fuel filter is in the Gas Tank with the Fuel Pump.
You must drain tank and remove pump assembly to get to it.

I changed my fuel filter today on my 1999 Plymouth Grand Voyager Expresso model with the 3.3liter engine. It was located on the outside of the fuel tank next to the fuel pump. I needed a 10mm socket to detach the filter from the mounting bracket and, I believe, a 14mm socket to loosen the straps holding the tank to lower it a bit to disconnect the 2 hoses attached to the fuel pump. I placed a hydraulic jack under the tank while loosening the bolts to lower it gently until enough room was made to detach the hoses. Reinstallation went fairly easily in reverse order.

I changed it on my 98 GC just as khaynes described above. It was fairly easy. You can also see this:

yes sir it not hard take a few minutes, you will need to lower the gas tank a bit, 15mm socket, to loosen the two bolts, and a 10mm to loosen the filter from the tank, reverse order to replace.
