97 pontiac trans port roof rack repair

the bolts holding the roof rack were pulled out of the holes on the passenger side of the van. i have since bought new bolts but i am not
quite sure how to install them.
do i use some type of a glue? the new bolts have a flat head about the size of a dime there is about a 1/2 inch long shaft that goes into the hole. right under the flat head there is a black substance, glue or just a gasket to keep water out, and down the shaft the are grooves right under the flat head all the way around the shaft.
will the grooves hold the rack in place or is that so the bolt doesn't turn?
anyone that could help me i would appreciate it.
