Code reader says 'Fuel Pump Circuit Failure', would this more likely a bad pump or a wiring problem?

Thanks

I'm pretty sure that's an ECC-IV, it really can't tell if the pump itself is shot, it can only detect out of range voltages and incomplete circuits. I believe that may just be a wire monitoring the voltage to the fuel pump, but I could be wrong. Usually that's called the fuel pump monitor.

Has the battery been disconnected for any reason? If so, it can possibly, likely, trip that code. When voltage is not detected, the code trips. Look for corrosion on the fuel pump relay too. Psychopete is correct in his statements also.

Well, the car has been running a little rough when cruising between 40-60, so something somewhere is screwy. I have already replaced the filter, but as my name implies..i can't fix good.

Is the voltage something that can be checked (by a mechanic) easily? If the pump was going bad, would the fuel pressure show that also?

A mechanic that likes to do electrical work is your best bet. If the fuel pump is weak, your pressures will be low. How long since the fuel filter has been changed? This may be part of the running problem, not the code.

I just changed it within the past couple of weeks as I thought that might be part of the problem, did the ff and air filter.

My other car had similar symptoms recently and it was the O2 sensor, but I didn't get that code from the ol' taurus.
