'96 Brake Lights/Hazards Malfunctioning?

This is rather interesting, I think.

My 96 Tahoe's brake lights and hazards don't work. That is to say, when I press the brake pedal, only the top row LED's in the back turn on, not the side lights. When I press the hazards, nothing happens, no clicking, nothing.

However, when I press the brake pedal AND hold down the hazard button, (sometimes) the rear side brake lights turn on (only for as long as I hold the hazard button, though)

I know absolutely nothing about fixing cars, unfortunately, so all i was able to do was pop open the fuse box, pull out the fuse in the #1 position (The sticker said that was the one for "Stop/Hazard"). It seemed OK, however it was a #25 fuse, and the sticker specified a #20, so I swapped a #20 in to see if it did anything (there were some spares in the pull-out plastic part you take out to get to the fusebox) Nothing happened...

So I replaced the #25 fuse, put back the fusebox cover, and came to the computer. Hopefully you guys will be able to tell me what's going on. Hopefully it's nothing major, as I can barely afford gas, let alone repairs (In college, you see)

Forgot to mention that the turn signals work fine, front/back.

And that NOTHING happens when I hit the hazards by themselves. No click, nada.

One more thing... The truck was used for landscaping with a trailer, if that helps.
