94 ram 1500 fuel pump diagnostics

There is no fuel pressure at the rails. The relays seem to be working (switched them with the horn relay and they worked for the horn).
I think it is the fuel pump but I was wondering if anyone knows what the voltage at the connecter on the pump is supposed to be, and which pins it should be on. I don't get any changes in voltages when I turn the key on, but when I crank the motor the voltage on the rear two pins goes to about 40 volts. I am trying to make sure that the problem is the fuel pump and not in the electrical system.

Note: this is what the plug looks like when you pull it out look at it from above.

When the key is in the "run" position I have 8V between 1&3, and 2&3,close to 0V between 4 and any other.When I try to start it I get 40V between 3&4, and still 8V between 1&3 and 2&3

Engine will run if I keep spraying starter fluid into it.

Sounds like power is there but the pump is just shot.

What was the outcome with this problem? I am having the same problem on my 96. I got the 8volts but never did take a reading while cranking. I am currently trying to figure out the same thing that you were trying to get the answer to. I don't know if it is a pump or an electrical problem. Please let me know.
