99 Ford Taurus, fan motor only runs on high

I have heat and air conditioning but the fan only runs on high. All lower speeds have no air flow.

Any thoughts???

More than likely it is the blower resistor. it is located on the a/c heater plenum.

It was the blower resister. Easy job. Inexpensive part. Thanks.
