Have you checked for holes in the muffler?

I would guess the heat shield between the tailpipe and the gas tank is loose or rusted. It is common to make noise if the tailpipe and muffler are rusted out and bumping against something. It makes the noise at idle because of vibration when it idles.

Look at the tailpipe and wiggle it. It is probably loose.
