Wipers stay on all the time even when off on my 93 Ranger

My wiper blades are always on ever since i disconnected my battery and reconnected it. SO, as for right now I went under the hood and disconnected the harness. Any suggestions??

I just did that (disconn the battery) and it did the same thing.

Did you ever find a solution? Mine is on a 1990 Ranger XLT.
