92 Tracker A/C and Wiring Questions

I have a couple questions about my 92 Tracker.

1) The Haynes wiring diagram shows a 25 Amp Fuse for power to the A/C Compressor Clutch Relay, but I don't find that fuse in the fuse box. Anyone know where it is?

2) When I got my tracker there was a wire dangling near the battery which looks like it should be connected to the "+" terminal, but I'm not sure. It is a Green wire with a large white plastic connector, and after the connector the wire is Red. I can't find this wire in any of the diagrams. What's it for and should it be connected to the battery?

I took another look when I was out at lunch and found the 25 Amp A/C fuse, it's under a rubber boot near the large fuses by the battery.

Here's a new one. Where is the ODB test terminal? I think its another one of the ones under the rubber boot near the large fuses, but I tried to use it and it wouldn't blink any codes even though my "check engine" light is on..........
