The Vehicle Speed Sensor is located on the transaxle, rear of engine, firewall side.

Described as a:
Small gear driven permanent magnet signal generator mounted on the transaxle. Generates a signal that is proportional to the vehicle speed and sends it to the PCM and other vehicle components. The PCM uses the data to determine EPC pressure and shifting schedule.

You should see a sensor with two wires. DG/W and O/Y (97)

When you find it you can remove the connector and measure the resistance between the terminals. Should be 2-3 hundred ohms.

Probably not the VSS. The speedometers on these are prone to failure. I`m geussing you need a new upper speedometer cable or a new speedometer gauge itself.
