I have a d16y8 with a drag 3 turbo kit. Other than exhaust I have no other mods. The kit came with everything that I needed to bolt it on. It is running 7PSI, I want to bump it up to 10PSI. Do I need to do any other mods or will that be safe on my engine. Do I also need to get the the car tuned? I have read alot on forged pistons, rods, and sleeves. Do I need that? Any help is appreciated

You at least need to get a better engine management system and to get it professionally tuned. There are people running 10 psi on stock d16 blocks, as daily drivers. But if you want it to be really reliable, then at least get some new rods and sleeve it if you've got the $.

no need to sleeve it at this point. if you want an inexpensive bottom end build pick up some vitara pistons and scat rods. that'll put your y8 at 8.9:1 compression.

but i seriously would recommend switching to a better fuel management. idk what injectors if any are included in your drag kit but dsm 450's are cheap and find a dyno tuner who can tune uberdata. that'll get you a really good and safe tune. ofcourse to run uberdata you'll need to pick up an obd1 p28 ecu and a conversion harness.
