2001.5 Horn won't work

2001.5 with 1.8T. The horn failed inspection this week. Checked the fuses and everything is okay. When you engage the horn there is a "clicking" sound under the dash. Is there a relay under the dash I should check? Any suggestions? Thanks! Update: Found relay that was "clicking" and replaced, but it did not fix the problem.
