Hope this helps someone out there! My heater blower motor froze up (Ice) last week on our 03 4Runner. It didn't come on, so I checked the fuzes and all were ok. I pulled the cabin filter from behind the glove box and found it totally encrusted with ice and the blower motor unable to spin from internal ice build up down in the fan. I turned the fan control off, but continued to let the engine run for approx. 1 hour. The outside temp was 10 degrees. Normal water circulation through the heater system slowly warmed up the inside of the car and I tried the fan control again and the fan went on. I thawed the filter out, blow dried it and re-installed it. I went to the dealer I purchased it from and they said I would probally need a new blower motor and have to pay $400 since the car was 4,000 over the 36,000 mile warranty. I raised hell and said there was no way that the blower motor should be collecting water that way and freezing up. They said that they would split the cost with me, but would have to order a new motor. I was still not satisfied and did more research on the internet and found out that Toyota had issued a TSB (Technical Service Bulletin) August 21, 2003 titled: HVAC BLOWER MOTOR ICE BUILD UP that detail my problem exactly. It also described the procedure for fixing the problem. They replace the Motor Sub-Assembly Blower w/fan (new part number) and ADD Packing to the heater case. Today I confronted my dealer with the TSB and believe it or not the best they will do is ONLY charge me $100. Guess what? This is not a warranty issue! This is a design flaw that they have been aware of since August 2003. I will be picking up our car tomorrow and paying the $100 (only so they will release it to me). Then the war will start. I don't care what I have to do to straighten this out, but I wanted to start by allerting other 2003 4Runner owners of this problem. Maybe I'll be the leader of a re-call effort. This problem will probally only occur for those of us living in the frigid north. We're near Cleveland Ohio. I will be checking to see if they used this blower motor assembly in other 2003 models and if so, find out if they issued other TSB's.

UPDATE: On saturday I picked up the car and had to pay $150 to get it. I went to the General manager and explained the problem and showed him the TSB. He felt that we should not have had to pay even if it was beyond the warranty, since Toyato acknowledged the problem with the TSB and refunded our money.

A service bulletin is a guide to help diagnose problems / they are not covered after the factory warranty expires. The dealership did their part in offering a goodwill towards you with the split. That is all that is required by them in order to win in court. Good luck
