99 Intrepid TDC for Timing Chain Replacement

I am almost ready to put the new timing chain on. I am a little (alot) about TDC when putting the timing chain back on. When I line up all of the marks, the crank and cam sprockets and the colored links, it appears that it is at 60 degrees past TDC on exhaust.
Is that correct?
I was under the impression that most everything to do with TDC is on the compression stroke.
