Does anyone have a link to the proper way to replace the rear brakes (leading/training type) on my 96 Regency Elite. My cheap Haynes manual is not very good on it.

Also, I plan on doing the rear shocks this spring. I'm hoping they are shocks and not struts or the air stuts I've seen on Bonnevilles. Can anyone confirm?

Unfortunately your car does have the air ride suspension. However almost all of the rear struts you pick up will have instructions on how to disable the auto leveling feature with ease and turn the vehicle into normal ride suspension.
