Code C1236 ABS Battery voltage to low

I have a 97 venture w/code C1236 ABS battery voltage to low. The warning lights are on. I did a voltage check on the ABS module on the master cylinder and 2 of the 4 wires on the harness tested at 3 volts each. Any ideas on whats wrong?
