2002 Vulcan cutting out at 3500rpm

I have a 2002 SE with the 3.0 Vulcan. The motor cuts out at about 3500rpm, either on long hills at speed on the interstate or under hard acceleration. It doesn't feel fuel related, but more like and electrical issue, and it picks back up around 4000rpm without any problem.

Any clues?

??????How can you bring your RPMs up to 4000, if it cuts out at 3500????? I know mine (1997), if in neutral won't go any higher than 3500 as a (I beleive) saftey so you don't hurt the motor by hitting neutral. Your problem might be related to that safety feature.
