96 stratus wont start 1 cylinder no spark

Hi, I just bought a 96 stratus, It will not start. I have checked the spark
and it is not getting spark to one of the front cylinders, it will, just for a
second but only when you turn the key off. (it sparks just before you stop cranking). This has me stumped.
