I lost my power steering... why?

I was driving my car and while i was parking i lost my power steering. the wheel was upside down and i couldnt move it. i turned the car off and restarted it and it was fine. I have steering fluid in so it wasnt that but i do need to change the brakes but would that make this happen? Im having the brakes done tomorrow just to make sure its not that but does anyone have any ideas as to why that is happening? it happened again as i was pulling out of a parking space but then it was fine. also its been raining here so i dont know if that would mean something. My fan belt and condition? That could be causing this problem? can you tell me why?

If the belt slips because of inadequate tension or the belt is worn and smooth, then it is unable to turn the PS pump and you will not get pressure - particularly if it gets wet.

I think it is the power steering fluid;
it happens in cold/freezing climates in vehicles with long Pwr st. hoses.
if it gets too much of a problem- you can have the fluid purged with the 'new' and improved kind.
