99 LeSabre Power steering pump bolts

Power steering pump fell .Both bolts sheared off.I checked with dealer,was told they never heard of it.Asked for a rough estimate,and I was told big dollars-engine has to be removed to get to broken bolts,plus a new rack and pinion["the only thing that would cause it"]
I had car towed to our shop--removed right front wheel used a drill extension and drilled dead center drill bit followed center of bolt perfectly ,easily removed with easy out.I had to move brake line and drill through sheet metal frame to get to the other one.Again drill followed dead center.
I think the bolts were defective from day one.The bolts seemed soft in the middle and hard outside.
That was 2 months ago and still going strong.
So far no one can give me an answer.Any thoughts?
