Ford E-350 with 2 Smog Pumps - Need to Fix

Hi - Thanks for any help! We got this 89 1 ton E-350 van 10 years ago from STEP - 351 Windsor V-8. 1st thing we had to do was change a smog pump as it squeeled - my wife's nephew changed the top one. Driving one nite about 4 years ago we lost a belt to the smog pumps - not sure but I think one smog pump froze up or something. I drove without fixing it. Burned up one emission part called a diverter valve a couple years ago - it clogged up (from not smog pumping) and being plastic it just melts down. They are about $50. I just burned up that diverter valve and just ordered another one. Due to emission changes here in Pennsylvania I was going to get the smog pumps hooked up next summer but now with another diverter valve getting put in - I need to get the smog pumps going to prevent diverter valve damage. +++ Not sure but I suppose it is the bottom smog pump that is bad this time - but it could be either - how do you check to see which one it is bad? I am not too wild about replacing that bottom pump - seems it would be hard to get to - any pointers ??? Wife's nephew is suppose to look at it Monday after work at 5:30 it will be almost dark and abit cold - I'd like to get as much done to it as I can before he comes on Monday. +++ PS. Fuel emission ? Did this van originally have a catalitic converter? It had dual exhaust when I got it - it now has one exhaust pipe.

Yes, it did have a single cat, just after the "Y" connection, and they NEVER had dual exhaust, although they DID have dual tailpipes our of the muffler.

The AIR pumps are not as hard to replace as they look, but they are certainly no treat either. Be prepared to spend over $100/ea just in parts.

Sometimes the air pump can be taken apart and freed up. It's worth a shot before buying a new one. Also, you are burning up diverter valves because you have a bad check valve in the system. You'll want to replace it before installing another diverter valve, which you will also burn up otherwise.
