I dont know if all neons does this but both of mine would move up without hiting the switch but I was moving my driver seat up and it clicked and now it wont move up even if you move the lever.

is this a manual seat? if it is there;s a spring that latches on underneath and pulls both sides of the seat and it could be that it came off or broke,like my plymouth acclaim.all these cars,acclaims,neons,spirits are interchangable parts.i took a coat hanger and hook it up works fine.Hope i helped some.Dave
