check this procedure, it works for me on a 1998 1999 2000 2001 toyota corolla keyless remote programing , is easy and fast. If you have a second remote just push the same button until light and horn chirps again.

RS3000 programing is not the same as RS3200

I think this applies to all those years in Toyota vehicles, just check if you have the RS3000 under the seat and follow the link instructions above.
