98 TC Blower Only Blows out to the Floor Can't divert airflow????

On my 1998 TC when I turn on the A/C or heat it won't divert the airflow from the floor to your face. I have pressed the airflow button that should divert the airflow to your face but it doesn't divert the flow. Any ideas on how to fix this or things to check? Thanks.
