95 civic w/ no spark (cold weather?)

I have a 95 civic ex 1.6 vtec and i can't seem to get a spark. The distributor is getting 12 volts but not putting anything out. I replaced the rotor, ICM and cap and checked the coils w/ a meter and they are fine. This all started when it got well below freezing. My main question is if I have a fuel line frozen or something of the sort will the ECM not see fuel pressure which in turn will not allow the ICM to fire a spark? I would love to know the answer to this that way I can quit looking at my ignition system and go about getting it to a garage and thawing out my lines. This might not be the problem so I am open to any other solutions or ideas. Thanks

WELL YOU NEED TO CHECK YOUR IGNITION COIL WITH A VOLTMETER. THE POSITIVE SIDE TERMITAL OF YOUR COIL SHOULD INDICATE 12 VOLTS WHEN YOUR IGNITION KEY IS ON. CHECK THE SIMPLE THINGS FIRST LIKE FUSES AND WIRING CONNECTIONS SO YOU CAN FIND OUT WHY YOURE NOT GETTING ANY VOLTAGE OR SPARK.

WELL THEN THE NEXT STEP IS TO CHECK YOUR CRANKSHAFT AND CAMSHAFT POSITIONING SENSORS. THEY PROVIDE SIGNAL TO YOUR ICM. YOU SHOULD GET VOLTAGE SIGNAL OF AROUND 4-5 VOLTS WHEN YOU CRANK YOUR ENGINE. MAKE SURE THEYRE WORKING PROPERLY.

where are these sensors and how can i check them? By the way thanks for your input and help

you checked your coil but did you check the ignitor? the best way to tell the dizzy is not getting spark is to pull out a spark plug and ground it to something like your valve cover. have somebody crank the car. if you see no spark then you know it's in the dizzy and probably the ignitor since you checked the coil.

replaced the ICM yesterday, which includes the ignitor
