These are the two lights located in the front spoiler. Regals didn't come with daytime running lights until the next revision in late 1997. So on your car there is no daytime light module. There should be a fog lamp relay in the fuse box under the hood. It turns off the fog lamps when the high beams are switched on. If this relay is bad your fog lamps won't work at all.
