Intermittant headlamps

Headlamps on my 94 lesabre ionp most of the time. Occasionally they will come on after 15-30 seconds of clicking and gurgling from the module under center of dash. H/lite switch passed a simple ohm meter check so I replaced the $145.00 module (after much under dash contortions), but the problem did no change. grounds seem to be OK. ANYBODY GOT A SUGGESTION ?
