turns hard on cold engine

When I start up my car after sitting for a long time it is very hard to turn unless i'm giving it some gas. Once it's warm this isn't a problem, just when it's cold. What do you think is causing this?

The cold fluid is thicker and won't move through the PS lines as well untill it warms up. There have been several Technical service bulletins at Chrysler to "remedy" this starting with upgraded PS lines and then an upgraded steering rack assy. If it's not warranty it will be very expensive to "fix" and that's assuming it does fix it.
