Can tv cable get streched?

The haynes manual explaines how to adjust the tv cable to get it to move simutaniously with the throttle cable but i have to pull mine all the
way back in the lock clip to get it close?

lol, when i firs seen the thread name i thought there was gonna be cable tv in the truck or something. That would have been sweet.
