1989 Town Car, no fuel pressure

I bought an 89 Town Car from a a guy and the fuel pump will not come on. He replaced the pump and drove it for a week thereafter, but came out to crank it one day and the pump wouldn't work. I checked all fusible links near the starter relay/solenoid. The relays on the driver's fenderwell click when the key is turned on, but the wires in the trunk going to the pump have no power to them even when the key is turned on when the pump should be energizing. A mechanic thinks the new pump is bad, but if there is no power ever back there, I think there is something else. Which relay is for the fuel pump and what color wires go to it? Any suggestions from anybody who knows, I would really like to fix this car. I also checked emergency cutoff switch in trunk, and it is not popped up, so everything should work. I found an apparent rat nest under the intake manifold, but no severed wires that I could find. Please help... .

you might need to get out the voltimeter and see if there is power going to the back for the pump, if not you can check fuses and fuseable links with a test light to check where the power stops.
