I have a Chevrolet Venture 2000.
When I press the recirculatin air button, and turn the mode knob to lower level, defog level, and defrost level, the light on the recirculation turns off automaticaly, and the light on outside air button turns on.Reciclation only works on upper level and BI-level

The fresh air helps to get rid of the cabin moisture which causes window fog. The fresh air should come on automatically on the last two settings: defog, and combination defog and lower vent. The first three settings should stay on recirculation if that is how you have it set.
