2000 Stratus ES noise and ac/heater problems

Every time I use the car, when neither on the gas pedal or the brake(just coasting along) I hear this weird loud noise which seems to be coming from the front driver side tire. I cant really explain the sound but its pretty ugly. Usually happens from 20 mph up. Anyone ever experience this before/know whats going on?

Also my ac/heater system only blows air on the highest settings. After doing some searches on the forum it seems like a resistor has failed, how much (estimate) would this run me to get it fixed?

I actually had both problems within weeks after purchasing my Stratus used. If the sound is like squeeling and intermitant at the lower speeds, then it resembles the problem I had. It was faulty bearings in one of the wheel assembleys. The fan working only on certain settings is a resistor issue. It has recently reappeared so I believe it is symptomatic of a deeper problem.
As for cost, the first time I had these fixed the car was under dealer warranty, so I have no idea. Best of luck.
