On the horn issuue, It may just be a bad horn. Check it with a test light. The VIC may just be disconnected by the previous owner.

Where is the horn located on the grand? And today the VIC just decided to come on and is now working fine go figure.

But new issues. When i turn the lights on the low beams and fogs wont work. But if I tuen the brights on the brights work

I thought maybe the bulbs went but all four so I bought them tested one and nothing.

So ow the lows and fogs do not work..... I checked all the fuses. Any ideas?

Not sure how similar the '93 & '98 are but my horn is located near the front bumper on the passenger side (noticed it changing my fog light bulb).

It may be necessary to remove the front bumper in order to access the horn, if yours is similar!

you shouldn't have to remove the bumper. I had the same problem with mine a week after I bought it. It is the horns themself. They are buy the front bumper and look like 4 inch snail shells (one high pitch and one low pitch). Sorry, but that is the closet thing I could think of.
your VIC sounds like it is not connected like mentioned above.

As for your lights go it could be your light switch or dimmer switch. Elect. shorts are a pain and require a lot of testing sometimes to find the problem. Had a problem with my 93XJ lights, turned out to be corrision in the wirring harness. Check your switch and go from there.
