I just bought a 96 Grand Cherokee Laredo and I got it cheap as it was wrecked. I just got everything back together in the front as it was very light damage and I still used the same hood even. Anyways the temp dropped to 24 today and I took her for a drive and guess what. NO HEATER ughhhhhhhhhhhhhhhhhhhhh. When you turn the heater on high you can't even feel any air hardly coming out of the vents down by your feet. What you do feel is warm though. Heres the funny part. I turned the motor off and listened closely and you can turn the speed on low, high, or anything in between and you can't even hear air being blown at all.................... Heres the weird part. When I was driving down the freeway at 70 mph or so the heater would work as long as I left it set at low or medium and didn't mess with it I would eventually notice it getting pretty warm and throwing out some heat.... what the crap is going on here? I don't know anything about these but am almost ready just to go buy a new blower motor and throw it in. I checked all my fluids and they are fine so anyonbe have any suggestions before hypothermia sets in?

Unplug your blower motor and run a couple of jumpers wires off the Battrey and see if it works. If you have ATC Automatic temperature control there is a module on the blower housing under the dash that controls the blower speed. If you have the normal system you have a resisitor located in the same place. Also if you have ATC there is a high speed blower motor relay located on the right end of the heater housing by the blower motor. That will give you a few places to start.

Don't know if you already fixed this, but I had the same thing with my 98, and it was a pin in the connector under the dash on the passenger side. I replaced the pin, and it's been fine ever since.
