91 Accord was running fine, went to start check engine light stays on, motor turns over but wont start. Disconnected battery, removed ecm fuse 1/2 hr. Placed jumper wire to get engine code but check engine stays on no matter what i do. will not go off to get code..

Might need a tow to somewhere that can pull your code (Autozone, for example). Without knowing that ----- it could be anything (well, ALMOST - I guess a flat tire could be ruled out as the cause :))

Even though the check engine light when jumped ,stays lite there would still be a code in the ecm that can be read with a code reader?

Yeah. The ECM stores some number of previous codes (I don't know how many) not just the current one.

You can determine the code by installing the jumper in the service connector located under the dash to the right of the glove box. It is a 2 pin connector that when jumpered turns the engine check light into a code light. Read the codes and look in the book. A long on light is a 10 and short light on is 0-9.
