I have a 91 escort gt 1.9 with header runs excellent but it won't upshift. I can go to 50 60 70 KM and only if I let off the throttle will it upshift into 3rd.. Any suggestions?

have tried moving the downshifter helped a lot but still have to let off the gas to shift into 3rd. Tranny good has right amount of tranny fluid..
