My 96 stratus always idles below 1000 rpm no matter what the outside temperature is. On cold mornings it is hard to keep running cause it has no fast idle. Any ideas. Thanks.

Your throttle body might be gummed up. Pull that off and see if there is any black gunk built up and get some carb cleaner to clean that off.

You probably need a new MAP (manifold absolute pressure) sensor.
That is what controls your idle speed.
First I would change my vacuum lines.
They are much cheaper and one of them cracked or pinched will do the same thing.
