90 TC shifting weird? Loss of power?

I have a 90 TC and recently took a trip to NYC. While driving there i suddenly felt a loss in acceleration and the gear shifting at lower speed seems to stick.

When driving between 35 and 45 mph the gears seem like they stick and don't want to shift. Once I get up around 50+ it shifts like normal. Just before my trip I had a complete tuneup and had the engine seals replaced and multiple vacuum lines replaced also. I also had 20" wheels put on the car; however the wheel diameter remains the same as OEM.

I talked to the mechanic that performed the tune-up and he said that he didn't notice any difference in the shifting or acceleration performance. I asked him what he thought it might be and he suggests that it is a result of the wheels changing the gear ratio in the transmission. That to me sounds like a bunch of crap since the tire/wheel size remain the same as it was originally.

I am interested in keeping this car since the body and interior is perfect. However, if this is a serious issue and I have to have the tranny or engine rebuilt I may just junk the car.
