P0401 EGR Insufficient Flow

Okay, well, got a DTC on a friend's car of 0401, insufficient flow. Car's got 80k, its a 96, and it runs like a champ otherwise. The valve was replaced not long ago, and I know the MAP sensor has a play in the determination of EGR flow. My question being has anyone even tried cleaning that itty bitty passage the EGR is attatched to? I'm thinking carb/choke cleaner or a coathanger and shop-vac.
Any thoughts or info on this? Is it common on these engines etc. We've got great flow TO the valve off the left header, but I'm not sure how to check it going to the manifold without introducing a bit of debries into the cylinders in the form of carbon deposits.
