Bad Weather Driving Control

I have an '02 Camry SE. It is the worst vehicle I have ever driven in the snow/ice! I find it difficult to get moving on a slight incline if there's snow/ice on the pavement. I'll give it a little gas and will get wheel spin, which kicks in the traction control and kicks the throttle back. Once it gets going, it can be difficult to stop. Applying the brakes a little and the car starts sliding, which kicks in the ABS. The ABS does not seem to slow the car down as fast as it should.

I've had the car in the shop a couple of timing to look at the ABS/TCS and they say theirs nothing wrong with it. I have about 20k miles on the vehicle, but have exerienced the problem with less than 5k miles on it.

Anyone else experience this problem? Is this just a tire issue?
