Most of your questions should be answered there. Yes an intercooler would increase your hp w/out upgrading your turbo. However, you would get expected result if you do replace your turbo. As for how much, get it tested on a dyno. The 2g stock bov leaks too much to hold boost, so you are losing power there. If you upgrade to a stock 1g or a Greddy Type S, etc. you will retain more boost. An upgraded intercooler wouldn't really do much for you on a T25...your money could be better spent in other areas, in a different order, in that case. I have heard that significant gains occur on a 14b with a FMIC, so if you have a 1g DSM consider it.
