How many volts does a fuel pump need to run?

How many volts does a fuel pump need to run?
The reason I need to know this is my volt meter is only reading 6 volts on the hot wire hookup for my fuel tank. I am guessing that it takes 12 volts.
If this is right, then what is causing my line to be down on voltage?
I am really close to solving this problem and any help you guys can offer will be greately appreciated.

You figure correctly, fuel pumps all operate on 12V. Some of the very latest ones are "pulse width modulated, but still 12V pulses ('03 up).

What year/model truck?

The truck is a 1991 ford f150 6cyl. 4x4.
