Adjusting the Idle on a 1990 Lumina

I have a 1990 Lumina and I would like to turn up the idle...can this be done manually or does it need to be hooked up to a computer. I am a novice mechanic...so I need your help. The car will also not restart if it has not been fully warmed up...I have been reading...is this the ECM??

easiest way to do this is to use the idle adjustment screw on the throttle body. However something may be an underlying problem that this won't fix, so be sure to check out everything else before you swear by the screw.
