I think fuel economy was a major deciding factor in the final engine size.
The target market for these cars will not buy an inexpensive car ( relative ) and then spend huge amounts on gas.
A cheap car has to be cheap to run.

i was just reading in motor trend that gm has a 500 horse 2.2 in the cobalt and that all the parts are available from gm's racing parts. If i remember correctly there is a block with better water cooling channels, two special cams and a turbo and intake and exhaust package.
