you dont need the special tool for this car, just use a 3/8" drive breaker bar and insert into the 'square' on the tensioning arm. 2 minute job tops.

If you don't have a 'square' on the arm, you can use a socket to rotate the bolt that holds the idler pully to the adjuster arm. This will rotate the entire arm, and relieve the slack on the belt.

ahh thats true, the cars without cramps front end quarters will put a bolt up there for you torquing pleasure.
